Rooster spur covers

On the backs of their lower legs, roosters have sharp spurs that they use for self-defense and in competing for mates, and during mating the spurs can also injure hens. To protect their hens, and also to train roosters for fighting (which is illegal in the US, but legal in many other countries), farmers cover the spurs with these padded leg bands.
